(Note: Series renamed, formerly EID Updates: Emerging and Reemerging Infectious Diseases, Region of the Americas.)
The purpose of these alerts is to disseminate information on the latest public-health events that have been identified as risks to health, trade, and/or international travel. Most of these events are primarily due to infectious agents, while others are due to chemical or physical agents. The PAHO Epidemiological Alerts published at the regional level (for the Americas) complement the WHO Disease Outbreak News published at the global level. The latest issues can be found at the new site, 2009 onwards.

European Antibiotic Awareness Day (18 November 2008)
The first-ever European Antibiotic Awareness Day took place across Europe on 18 November 2008. European Antibiotic Awareness Day will be an annually recurring event that will raise awareness about the risks associated with inappropriate use of antibiotics and how to take antibiotics responsibly. This year's event set focus specifically on the need for everybody to stop any unnecessary use of antibiotics.

Foodborne Diseases, Emerging (WHO Fact Sheet No. 124)
This official WHO fact sheet offers basic information on emerging foodborne diseases (FBDs). Some foodborne diseases are well recognized but are considered emerging because they have recently become more common, e.g. Salmonella, Escherichia coli, Vibrio cholerae, Listeria monocytogenes, trematodes, 'mad cow disease'. New foodborne disease threats occur for a number of reasons. Causes include increase in international travel and trade, microbial adaptation and changes in the food production system, as well as human demographics and behaviour.

Drug-Resistant Salmonella (WHO Fact Sheet No. 139)
This official WHO fact sheet provides basic information on Salmonellosis, one of the most common and widely distributed foodborne diseases. It constitutes a major public health burden and represents a significant cost in many countries. Millions of human cases are reported worldwide every year and the disease results in thousands of deaths. Salmonellosis is caused by the bacteria Salmonella. Today, there are over 2500 known types, or serotypes, of Salmonella. Recent studies provide increasing evidence of adverse human health consequences due to the occurrence of resistant microorganisms. These consequences can be divided into two categories: (1) infections that would otherwise not have occurred; and (2) increased frequency of treatment failures and increased severity of infections.

This official WHO fact sheet offers basic information on anticrobial resistance (resistance to antibiotics). The great gains in health achieved by the development of antibiotics are now seriously jeopardized by another recent development: the emergence and spread of microbes that are resistant to cheap and effective first-choice, or "first-line" drugs. The bacterial infections which contribute most to human disease are also those in which emerging and microbial resistance is most evident: diarrhoeal diseases, respira­tory tract infections, meningitis, sexually transmitted infec­tions, and hospital-acquired infections.

Campylobacter (WHO Fact Sheet No. 255)
This official WHO fact sheet provides basic information on Campylobacter, bacteria that are a major cause of diarrhoeal illness in humans and are generally regarded as the most common bacterial cause of gastroenteritis worldwide. In developed and developing countries, they cause more cases of diarrhoea than, for example, foodborne Salmonella bacteria. In developing countries, Campylobacter infections in children under the age of two years are especially frequent, sometimes resulting in death. In almost all developed countries, the incidence of human campylobacter infections has been steadily increasing for several years. The reasons for this are unknown.

Cholera (WHO Fact Sheet No. 107)
This official WHO fact sheet provides basic information on cholera, an acute intestinal infection caused by the bacterium Vibrio cholerae. It has a short incubation period, from less than one day to five days, and produces an enterotoxin that causes a copious, painless, watery diarrhea that can quickly lead to severe dehydration and death if treatment is not promptly given. Vomiting also occurs in most patients. However, most persons infected with V. cholerae do not become ill, although the bacterium is present in their faeces for 7-14 days. When illness does occur, more than 90% of episodes are of mild or moderate severity and are difficult to distinguish clinically from other types of acute diarrhea. Less than 10% of ill persons develop typical cholera with signs of moderate or severe dehydration.

Use of antimicrobials outside human medicine and resultant antimicrobial resistance in humans (WHO Fact Sheet No. 268)
This official WHO fact sheet provides basic information on how antimicrobials have also been used increasingly for the treatment of bacterial disease in animals, fish and plants. In addition, they became an important element of intense animal husbandry because of their observed growth-enhancing effect, when added in sub-therapeutic doses to animal feed. Some of the newly-emerging resistant bacteria in animals are transmitted to humans; mainly via meat and other food of animal origin or through direct contact with farm animals.

Campaign to Prevent Antimicrobial Resistance in Healthcare Settings
The CDC's Campaign to Prevent Antimicrobial Resistance aims to prevent antimicrobial resistance in healthcare settings. The campaign centers on four main strategies: prevent infection, diagnose and treat infection, use antimicrobials wisely, and prevent transmission. Within the context of these strategies, multiple 12-step programs are being developed targeting clinicians who treat specialty-specific patient populations including hospitalized adults, dialysis patients, surgical patients, hospitalized children, and long-term care patients. Practical Guide for in vivo Antimalarial Drug-Efficacy Studies in the Americas (RAVREDA-AMI, revised version, October 2003)
Resistance of Plasmodium falciparum to antimalarial drugs is one of the most serious challenges facing national malaria control programs in the Americas. While in vivo drug-efficacy studies do not require sophisticated technology, they are not simple to conduct correctly. They require a well-trained and experienced clinical and laboratory team that closely follows the study protocol. The purpose of this guide, which is based on recent experiences with antimalarial drug efficacy studies in South America, was to complement to the WHO guidelines and standardized protocols. It is hoped that this guide, together with the generic protocols, will contribute to the successful implementation of in vivo studies and a surveillance system for antimalarial drug resistance in the Americas.

Model for a Clinical Handbook for the Treatment of Infectious Diseases
Antimicrobial substances are those either produced by microorganisms (antibiotics produced by bacteria, fungi or actinomicetos) or chemically synthesized (sulfa drugs, quinolones) that have the capacity to destroy, impede, or delay the multiplication of others microorganisms. In medical practice, both are called “antibiotics.” Antibiotic therapy is used to treat patients showing symptoms and clinical signs of infection. Annual Regional Meeting of Countries Participating in the Monitoring/Surveillance Network on Resistance to Antibiotics (Santa Cruz de la Sierra, Bolivia, 17-19 April 2002)
As part of the knowledge necessary to combat the development of antimicrobial resistance, since 1997 20 countries in the Region have formed a network that reports annually on the percentages of resistance to enteric bacterias. Since 2000, surveillance has expanded to other species found in communities and in hospitals. 2nd Joint Meeting of the Surveillance Network for Emerging Diseases in the Amazon and Southern Cone Regions (Atlanta, 23-24 March 2002)
Rapidly-spreading diseases from the group known as emerging infectious diseases require surveillance systems endowed with great sensibility allowing for immediate action to impede outbreak propogation or to control epidemics. In this context, a new paradigm of global cooperation has been established, where the objective is to reach common goals, work as a team, maintain a constant channel of communication, and know how to detect abnormalities.

Monitoring Antimalarial Drug Resistance, Report of a WHO Consultation
The objectives of this consultation were to review and update WHO protocols for assessing the therapeutic efficacy of antimalarial drugs for treatment of uncomplicated falciparum malaria in areas with intense transmission and low to moderate transmission; review the draft guidelines for assessing the therapeutic efficacy of chloroquine for vivax malaria; review the role of in vitro tests and current methods for detecting molecular markers in the surveillance of resistance to antimalarial drugs; and define the technical and operational elements needed for strengthening surveillance of drug resistance of both falciparum and vivax malaria at country level. The emergence and spread of antimicrobial resistance increasingly threatens the success of infectious disease treatment and prevention in the 21st century. To respond to this threat, WHO has developed the first Global Strategy for Containment of Antimicrobial Resistance. Addressed to policy-makers and managers in a range of sectors and agencies, the Strategy aims to both persuade governments to take urgent action and then to guide this action with expert technical and practical advice.

Protocol for Calculating the Cost of Hospital Infections (Washington, DC, 2000)
The objectives of this protocol are to (1) determine the excess cost attributable to hospital infections in selected hospitals, (2) train staff at the selected hospitals in methodologies for calculating the cost of hospital infections, and (3) determine the cumulative incidence of bacteremias associated with Staphylococcus aureus and the proportion of such infections with resistance to oxacillin. On pages 25-26 of this final report of the 41st PAHO Directing Council in 1999, can be found the resolution on emerging and reemerging infectious diseases and antimicrobial resistance, or resistance to antibiotics. This resolution constitutes the PAHO mandate for dealing with these diseases, recognizing the need for effective epidemic alert and response.

Prevention and Control of Antimicrobial Resistance in the Americas: Strategic Plan for Surveillance of Resistance to Antibiotics
In light of the threat to public health posed by the growing problem of drug resistance, the Pan American Health Organization (PAHO) convened an expert group meeting, which was held in Asunción, Paraguay, on 27-29 January 1999 (see List of Participants in Annex 6). The participants drafted a three-year program for addressing this problem in the Region. The program's resources will support interventions aimed at the control and prevention of antimicrobial resistance in the following countries: Bolivia, the Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua, Paraguay, and Peru. WHA51.17: Emerging and Other Communicable Diseases: Antimicrobial Resistance
In 1998, the 51st World Health Assembly adopted this resolution, setting forth the WHO global mandate for the fight against resistance to antibiotics as well as for adopting new approaches for dealing with emerging diseases. PAHO has adopted this mandate for the Americas.
